New mapping profiles must replay against archived messages with zero differences before activation. The engine and governance are implemented; production cutover remains subject to its prerequisites.

Import eight catalog entity types using natural-key CSV files, reviewed content hashes and a separate approver. Each row is isolated so one error does not invalidate the batch.

Catalog migration is available. Historical patient and result migration is not implemented.
